Is it time to move to local pay and conditions arrangements in the NHS?

The South West Consortium of NHS Trusts is leading the campaign for an end to national pay and conditions, claiming it could save 6000 NHS jobs in the south west alone. Unions brand the consortium a cartel and say the move will drain goodwill from staff already hit financially. Would this form of localism be good for the NHS?

1. Yes, it makes sense for NHS organisations to reflect local labour market conditions and their own financial realities.
