In April 2003 the Department of Health published the Report of the Neonatal Intensive Care Services Review Group. The Report recommended the establishment of managed clinical networks where hospitals provided differing types of care work together to ensure that mothers and babies receive their care as near to home as possible. Neonatal networks were expected to agree the way in which the needs of individual babies should be identified (categories of care) and the level of care provided by each neonatal unit (designation of units).
