“Working with national and local teams to exploit digital technology in order to accelerate delivery of their QIPP priorities”


QIPP Digital Technology

QIPP Digital Technology has been established as a function under the QIPP programme to assist QIPP national workstreams and local teams in exploiting digital technology in order to accelerate delivery of their QIPP priorities.

The function focuses on helping to overcome digital challenges and barriers, to accelerate delivery, to spread initiatives and to maximise the potential value from technology enabled healthcare delivery.

The work contributes to local improvements in service efficiency and effectiveness. This includes improved patient experience, improvements to the quality and safety of patient care and improved integration of care across care
settings and organisational boundaries.

It also supports the Department of Health’s drive for improving the quality of care through stimulating innovation and encouraging greater exploitation of information.

The Approach

The function is now taking the following approach:

  1. to engage with national workstreams to understand their business priorities, and
  2. to co-identify supporting digital opportunities
  3. link these opportunities with existing local informatics activities and national services, and where gaps exist
  4. to develop and provide national enablers which are needed to support and accelerate local team delivery.

Operating Model 

A core principle of this operating model is to ensure that any work conducted or national enablers provided, have direct traceability back to key business drivers, and that work is only undertaken where there is a local ‘pull’ for national assistance.

  • The national enablers required will be dependent upon the specific business driver and local need but would
    cover a range from:
    • Standards (e.g. for sharing data across organisations)
    • Provision of guidance – professional, clinical, technical (e.g. IG guidance)
    • Sharing local best practice and connecting local teams (e.g. Predictive modelling)
    • Creation and/or promotion of Procurement Frameworks – (i.e. national procurement frameworks for the exploitation of commodity services at scale, such as online meeting services)
    • National services where it is appropriate to do so (e.g. pan-government identity management to support channel shift)
  • The delivery of the national enablers will involve working as delivery partners in conjunction with the local teams and appropriate entities (e.g. interoperability Toolkit programme, professional bodies, Cabinet Office).

The QIPP Digital Technology function will also:

  • Provide a national view of local QIPP informatics activities to enable sharing of best practice and to create communities of focus
  • Support agreed key local regional initiatives where identified and prioritised through the SHA Chief Information Officer (CIO) forum.

The QIPP Digital Technology function builds on QIPP digital vision work that has been previously developed.
This focused on the opportunities of personalised self-care for long term conditions and channel shift to online channels. Channel Shift examples include online pre-operative assessments to reduce unnecessary theatre slot cancellations and use of commodity technologies such as online meeting services that are used as default in other sectors and geographies. Who are we working with?

The team are currently supporting a number of QIPP workstreams working with the national leads and with local project teams. Input is also being taken from a number of strategic initiatives including the Chief Executives Innovation Review and the Information Strategy. The diagram below illustrates the relationships.



Enablers now available

The following enablers are now available from the QIPP DT Enabler Library on NHS Networks 


  • Technical guidance on the selection and implementation of risk stratification solutions
  • Information Governance guidance to support implementation of risk stratification solutions
  • Procurement and exploitation guidance for online meeting services
  • Information Governance guidance to support the use of online meetings for the sharing of patient information
  • Technical approaches for electronic sharing of care plans, with a focus on LTCs and End of Life care
  • Technical implementation guidance in support of the recently published Information Standard for End of Life care
  • Implementation guide and toolkit for the Urgent Care Clinical Dashboard
  • A brief guide to technology solutions for mobile working
  • A brief guide to online pre-operative assessment solutions

The Initiatives Register

The team have been building up a register of existing local digital initiatives that are supporting local QIPP delivery or have good return on investment. The register is currently published as a spreadsheet on the QIPP DT NHS Network site. A major update to the register is planned during April including a maps view, online search and filter functions.

Future plans

The team are looking for local NHS teams who want to make use of the current enablers in their local projects. The team will provide support and guidance on use of the enabler, and would need the local organisation to work with us to produce a benefits led case study as part of the local implementation. Work continues to support other workstreams including the project to develop a set of patient shared decision aids led by the Right Care team; the on-going support for the Long Term Conditions programme; and support for the End of Life programme and Electronic Palliative Care Co-ordination systems.

A guide to Digital Quick Wins which highlight typically commodity technologies which are shown to provide clear benefits within the NHS is currently in development and will be made available during April.
