There are three main areas to this network.

The CAF Programme tested different approaches to sharing information across a variety of agencies to support the implementation of personalisation. There was an emphasis on maximising individuals’ control over their care and support arrangements (including over the information held about them by care and support agencies), and on the importance of the co-production of services and support: this presented many challenges to the established way of doing things.
The three year CAF Programme started with a public consultation. Local Authority-led partnerships were asked to put forward an Expression of Interest to the Department of Health which resulted in nine partnership sites being selected in the first phase which started in March 2009. A further three sites were selected 12 months later. One site completed its work in March 2011, and the remaining 11 on 31 March 2012. A full independent evaluation report on the national CAF Programme will be available by autumn 2012. The sites were: Barnsley, Camden, Hampshire, Lincolnshire, Rochdale, Shropshire, Stockport, Warwickshire, Westminster as phase one sites and Cheshire East, Consortium (Hampshire, Portsmouth and Southampton) and Isle of White as phase two sites.
