The marginal rate for emergency admissions

The 30 percent marginal rate for emergency admissions has had little effect since it was introduced in 2010/11, according to the NHS Confederation.

The measure was an attempt to limit emergency admissions by reducing the payments to hospitals to 30 percent of the tariff for admissions above a certain level. The rate was introduced to incentivise commissioners to work with hospitals to reduce admissions.
