The NHS needs to make significant changes to incentivise the system and provide quality based care that meets the needs of the whole population. This means breaking away from traditional ways of commissioning and finding ways to innovate within the existing rules.

Capitated outcome-based incentivised commissioning (COBIC) is a common sense approach to commissioning based on value for money and better outcomes for patients.
