Clarification on the transfer of dispensing doctors’ fees under delegated commissioning of primary care

In response to recent queries regarding the transfer of dispensing doctors’ fees under delegated commissioning of primary medical services, NHS England notes that dispensing is a pharmaceutical service under the terms of the NHS (Pharmaceutical and Local Pharmaceutical Services) Regulations 2013.

Although delegated CCGs may account for the fees under the power of apportionment, NHS England is responsible for taking the commissioning decisions regarding this function. CCGs do not have legal powers to change or divert this funding to cover other functions. Commissioners who would like to discuss the development of pharmacy services that sit outside of the NHS (Pharmaceutical and Local Pharmaceutical Services) Regulations 2013 are advised to contact local NHS England teams.
