Over 85% of CCGs have taken on delegated responsibility for the commissioning and management of primary medical services, but NHS England remains liable for the decisions they take. NHS England offices are building teams to support CCGs and in November 2017 NHS England also published the Policy and Guidance Manual to mitigate the risk of time-consuming and costly challenges to primary medical contracts.
