At least 21% of children in the UK are identified as having Special Education Needs. The Department for Education’s new green paper on SEN and Disability proposes to “fundamentally reform the SEN system”, simplifying the assessment process, developing integrated Health, Care and Education plans, and increasing parental choice and involvement, with a view to improving the quality of life for these children both now and as they move into adulthood.

This half-day briefing focuses on what these policy developments mean for schools, local authorities and heath and social care providers, and the practical implications, including:

·                                 Providing effective support for parents and families to make positive choices

·                                 The introduction of personal budgets for everyone with an EHC plan by 2014

·                                 Teacher and staff training and development in schools

·                                 Good management and leadership in schools

·                                 The role of the voluntary and community sectors

·                                 Academies and free schools

The single assessment planning duty from 0 to 25.
