CCGs with delegated authority are getting to grips with their responsibilities in making decisions about medical contracting and commissioning.

These decisions can have a big impact and a wide range of implications. This session provides information about the funding flows to primary care contractors and the rules and regulations that govern payments to them. It also covers the arrangements for collecting charges from dental patients.

The half-day workshop is for NHS England and CCG finance staff, particularly those in organisations that have already taken on delegated responsibility for primary care commissioning. Other primary care commissioning staff may also find the event useful.

The workshop covers finance and payment issues for three contractor groups – primary medical care, dental and eye health contractors. (We also run workshops for anyone interested in pharmaceutical services - see the event calendar for details.)

Delegates will get a comprehensive overview of the following topics:

  • Global sum and minimum practice income guarantee
  • Additional service and out of hours opt-outs
  • Quality and outcomes framework
  • Premises funding
  • Other payments PMS reviews
  • VAT implications for new services
  • Annual contract uplift methodology

  • How the dental budget is made up
  • How dental contractors get paid
  • When dental charges can and can’t be charged
  • Exemption criteria for dental charges
  • The dental contract reform programme

Eye health

  • How claims are made
  • The use of optical vouchers, and what they are worth
  • Other contractor payments

The information provided at the event will help delegates to identify financial risks and QIPP opportunities. There will also be time to address your specific finance questions.
