Get to grips with the Policy and Guidance Manual

Nine in ten CCGs have taken on delegated responsibility for the commissioning and management of primary medical services, but NHS England remains liable for the decisions they take. In November 2017 NHS England published the Policy and Guidance Manual to mitigate the risk of time-consuming and costly challenges to primary medical contracts. PCC successfully supported NHS England in delivering national events to introduce the PGM in late 2017 with further events this summer. The events clarified the regulations and guidance leaving delegates better able to manage and govern contracts. Delegates said of the event:

  • “Very informative, good refresher session”

In light of requests from those who couldn’t make the earlier dates, we are re-running the events this autumn. The events on 28 November in Nottingham and 6 December in Reading, focus on key aspects of the Policy and Guidance Manual, using scenarios and opportunities for questions to give commissioners a better understanding of contracting and patient matters including:

  • Overview of background and context
  • Contract type and eligibility
  • Contract variations, mergers and novation
  • Contracting for essential, additional and enhanced services
  • Contract management and disputes
  • Patients: areas, list and other arrangements.

You can’t afford to miss this event if you have direct responsibility or oversight of the management of primary medical contracts in a CCG or if you work in an NHS England team providing support to CCGs in their new delegated roles.
