This workshop provides essential information on how to commission eye health services and manage contracts effectively.

The full-day event covers the contractual framework, contract management and assurance of General Ophthalmic Services (GOS) contracts, commissioning services from primary care providers, financial flows underpinning GOS contracts and the regulatory framework supporting the provision of GOS.

It is for commissioners new to eye health and those who feel they would benefit from a refresher. It may also be of interest to anyone involved in the delivery of services and those looking forward to a future role in commissioning.

You will learn about the regulatory framework and how to meet your statutory responsibilities as commissioners. You will also have the opportunity to work through practical examples to apply your learning from the day.

Sessions cover the following topics:

  1. Overview of General Ophthalmic Services, the types of contracts, the services provided and who can hold them. The impact of the Health and Social Care Act, the history and development of ophthalmic contracts and the other services that could be commissioned for patients.

  2. Regulatory framework – the rules governing eye health services, the contracting regulations for general ophthalmic services and the relationships between regulations.

  3. Finance – understanding payments and the payment route including how claims are made, use of GOS forms and vouchers, other funding streams.

  4. Contractual framework – who can hold a contract, type of contract they should hold, requirements of contract documentation, use of trading names and protected titles, eligibility for an NHS sight test and contractual responsibilities.

  5. Contract management and assurance – the policies that will be used by NHS England for contract management and the contract assurance framework. This section includes practical examples to illustrate contractual matters that arise and how to deal with them.
