NHS Operating Framework 07/08 plus message from NHS Chief Exec
NHS Chief Executive David Nicholson has published the operating framework for 2007-08, setting out the national rules for the NHS.
The framework is designed to help the NHS shape services around the needs of local communities. It details the key targets and priorities the NHS needs to focus on to improve patient experience, reduce health inequalities and achieve financial health.
While there are no new priorities for the year ahead, the operating framework does set out a number of significant changes in the way the NHS will conduct its business. It brings greater rigour and transparency to the service, and marks a deliberate move towards a more rules based system that allows greater autonomy for local NHS organisations.
To support the publication, David Nicholson has recorded a video podcast to explain the importance of the operating framework. In the podcast he highlights the achievements made by the NHS in recent years, including significant reductions in waiting times and improved services for people with coronary heart disease and cancer.
He goes on to outline the key national priorities included in the new framework, as follows:
-
reducing waiting time from referral to treatment to a maximum of 18 weeks
-
reducing the incidence of healthcare acquired infections
-
reducing health inequalities
-
improving finances.
As well as the podcast (MPEG4 format), David Nicholson's message is available as MPEG1 video, MP3 audio and a PDF transcript.
