Non- Executive Directors Appointed to the board of NHS Yorkshire and the Humber

The NHS Appointments Commission has announced the appointment of non-executive members to the board of the new strategic health authority, NHS Yorkshire and the Humber.
The appointments are Mr Michael Collier CBE, Ms Janet Dean, Mrs Jane Fenwick, Mrs Jayne Jack, and Mr Ian Walker (biographical summaries are below).
NHS Yorkshire and the Humber is the new Strategic Health Authority (SHA) which has been formed by the merger of the former North and East Yorkshire and Northern Lincolnshire SHA, South Yorkshire SHA and West Yorkshire SHA.
The SHA is the regional headquarters of the NHS and its key functions are to:

Ensure local NHS services operate effectively and efficiently, and deliver improved performance

Provide organisational and workforce development
Chair of NHS Yorkshire and the Humber, Kathryn Riddle, welcomed the appointments saying: "I look forward to working with my new colleagues: meeting the challenges ahead and ensuring that Yorkshire and the Humber is at the forefront of healthcare.”
Biographical summaries of the appointees are:-
Mr Michael Collier CBE
Mike is now a part time management consultant and is also Non-Executive Director and Chair of Audit Committee for the NHS Institute for Innovation and Improvement, and a member of the Yorkshire and North East Regional Committee of the National Trust.
He retired from being Chief Executive of ONE North East, the Regional Development Agency for the North East, in 2003. His major consultancy assignments usually relate to education and skills.
He was a Non-Executive Director of the North and East Yorkshire and Northern Lincolnshire SHA until June 2006.
His career in public service spanned over 40 years, including 17 years in Local Government, and 16 years in the NHS in the North West of England and north of the Border. In the early 90s he was the Director of Finance for the NHS in Scotland.
He moved to East Yorkshire in 1994 when he became Chief Executive of the Funding Agency for Schools. He was awarded the CBE for services to Education in 1999.
In 1999 he was appointed as the first Chief Executive of ONE North East.
He is a qualified accountant and former President of the Chartered Institute of Public Finance and Accountancy.
Mr Collier, who lives at Skirpenbeck near York, is appointed to the board of the strategic health authority for Yorkshire and the Humber until September 2009. He is also appointed Chair of the board’s Audit Committee.
Ms Janet Dean
Janet Dean is co-founder and Director of the Dean Knight Partnership Ltd, and leads DKP Regeneration, a consultancy combining expertise in the development and delivery of physical projects with strategic advice and interim resourcing for organisations and partnerships.
During a 25 year career in the public sector, Janet established a national reputation for partnership working and neighbourhood renewal, and for her role in the delivery of major regeneration projects and housing developments in London and Yorkshire.
She was a member of the Programme Management Board for the South Yorkshire Objective 1 Programme, and has held non-executive directorships with South Yorkshire Passenger Transport Executive and Renaissance South Yorkshire (an Urban Regeneration Company). She founded and chaired the South Yorkshire Housing Regeneration Partnership, and was a member of the Board of Transform South Yorkshire, the Housing Market Renewal Pathfinder.
Her recent work for the Dean Knight Partnership has included contracts for City Councils in Yorkshire and the Humber, the North East and the East of England, and for regional bodies. She has recently been appointed by the Improvement and Development Agency as a national expert on strategic housing matters.
Janet was appointed as a Neighbourhood Renewal Adviser by the Department of Communities and Local Government in October 2005 and until January 2006 was Chair of the York Branch of the Alzheimer’s Society.
Born in Barnsley and educated at the former Barnsley Girls’ High School, Janet took her first degree in Social Science at Sheffield Hallam University. She has a Master’s in Public and Social Administration from Brunel University.
Ms Dean, who now lives in York, has been appointed to the board of the strategic health authority for Yorkshire and the Humber until September 2008.
Mrs Jane Fenwick
Jane has worked for more than 30 years within business, education and human resource management, including nine years as a regional HR director and 10 years as a chief executive.
She works as a consultant in the following areas:
Associate Reviewer with the Healthcare Commission and HIW Wales
Involved in 12 clinical governance reviews covering acute, primary and mental health NHS Trusts and the London ambulance service, examining all aspects of the organisation and management of the eight areas of governance at both strategic and operational levels.
Quality Outcomes Framework (QOF) Assessor
An assessor working with clinicians carrying out QOF assessments of GP practices.
Independent Inquiry
2006, part of the panel carrying out an independent inquiry into a homicide in South West London examining the care and treatment of John Barrett at St Georges Mental Health NHS Trust in South West London. This has been a very complex inquiry examining all aspects of strategic and operational management as well as the care and treatment provided by the Forensic Service and in particular the team responsible for John Barrett’s care.
Associate Inspector Adult Learning Inspectorate, Ofsted and Estyn
An independent inspector within a team inspecting colleges and training providers. This involves the analysis of complex documents and performance data, meeting with directors and staff, learners and employers. The organisation’s work is assessed against the national framework with judgements made about governance arrangements to meet learners’ needs.
Mrs Fenwick, who lives at Westwoodside in North Lincolnshire, has been appointed to the board of the strategic health authority for Yorkshire and the Humber until September 2009.
Mrs Jayne Jack
Jayne is a director of her own consultancy company, specialising in public sector management and development work.
She is a social worker by profession and spent over 25 years working in local government, latterly as Head of Children’s Services and then as Director of Social Services.
She was previously a non executive director of North and East Yorkshire and Northern Lincolnshire Strategic Health Authority where she chaired the Children and Maternity Strategy Group and was a member of the audit and risk management committee.
Mrs Jack, who lives in Beverley, is appointed to the board of the strategic health authority for Yorkshire and the Humber until September 2008.
Mr Ian Walker
Ian Walker was born in Sheffield and graduated from Cambridge University in Electrical Engineering. He has lived in Japan and Holland working for British Oxygen and Yokogawa, a Japanese instrumentation company. He is now Managing Director of Rotary Electrical Services, Sheffield.
He is involved in a number of local community activities. He is a board member of the Engineering Employers’ Federation in Sheffield and Chairman of Ashdell School. He is a trustee of the Sheffield Church Burgess’s Trust, the Lindley Trust., and of Japan Christian Link (a missionary society). He is the regional co-ordinator for the Alpha course.
Mr Walker, who lives in Sheffield, has been appointed to the board of the strategic health authority for Yorkshire and the Humber until September 2009.
Details of appointments
The new appointees take up their posts immediately. They will each be entitled to remuneration of £7,500 per year, with Mr Collier entitled to £12,500 per year due to his additional role as Chair of the Board’s Audit Committee.
The appointments of the non-executive members have been made in accordance with the Commissioner for Public Appointments code of practice. All non-executive appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the Nolan recommendations, any declared political activity by appointees should be made public. None of the appointees have declared political activity in the past five years except Mrs Jane Fenwick who has held office for the Conservative Party. None of the appointees have Department of Health appointments.
