Default GP Federations as Social Enterprises

We are in the process of developing a GP Federation, and are considering a Social Enterprise as one option.

While we are concerned about the "herding cats" problem of getting GPs to agree in committee, we also want to able to reward them as stakeholders for their investment.

Is this compatible with SE? The GPs would see their desire to set up a GP federation as mainly a vehicle to ensure continued involvement in the provision of services within their area, but also ensure they are equitably rewarded to do so.
