Default Cycle to Work problem

Our HR Dept agreed to consider putting forward a proposal for the cycle to work scheme but have now put this on hold.
They're telling me that all salary sacrifice schemes are being reveiwed because employers now have to pick up the tab should employees take unpaid leave eg additional maternity leave. Apparently this situation is subject to some legal review / being tested in court, but until they have greater clarity the Trust is not willing to undertake such financial risks
Wondered if anyone else had come across similar or had a greater understanding of this
