A study of access and choice in primary mental health services for 18 - 64 year old residents. 5 key questions looked at areas of:

* fair & equitable access
* service standards
* Government's choice agenda
* service capacity
* gaps in provision

An expert jury approach was used and a community scrutiny event organised to test recommendations.
